Vacuum Cleaners and Cleaning Appliances: IS 302 Part 1 BIS Certification Guide

Vacuum cleaners are among the product categories newly brought under mandatory BIS certification through the QCO 2026. If you manufacture or import vacuum cleaners, water suction cleaning appliances, or similar cleaning devices for the Indian market, mandatory IS 302 (Part 1):2024 BIS certification is required.

IS 302 Part 1 Key Test Areas for Vacuum Cleaners

Electrical Safety

• Insulation resistance and dielectric strength for motors and circuits
• Earth continuity for Class I (metal-housing) vacuum cleaners
• Touch current at accessible surfaces
• Input power and current measurement

Thermal Safety

• Motor temperature rise during normal operation and blocked filter conditions
• Thermoprotector evaluation — vacuum cleaners with motors that can overheat if filter is blocked must have thermal protection
• Surface temperature of housing accessible during use

Mechanical Safety

• Stability test — vacuum cleaner must not tip when suction hose is pulled at specified angles
• Impeller containment — the motor impeller must remain contained if it disintegrates (important for high-speed motor vacuum cleaners)
• Radiation — some vacuum cleaners use UV sterilization; radiation safety evaluation may be required

Robotic Vacuum Cleaners — Additional Considerations

• Battery safety requirements (lithium cells in most robotic vacuums)
• Charging dock safety evaluation
• Autonomous operation safety — the robot must not create hazards during autonomous movement
• Bump sensor and obstacle detection does not have BIS requirements, but fall prevention (not falling off stairs) is relevant to safe use requirements

IS 302 Part 2 Series — Product-Specific Standards

IS 302 Part 1 sets general requirements. For vacuum cleaners, the specific product standard IS 302 (Part 2, Sec 2) — aligned with IEC 60335-2-2 — applies alongside Part 1 general requirements. Ensure your testing covers both Part 1 (general) and the applicable Part 2 (product-specific) standards.

Certification Timeline

Mandatory for large enterprises by 1 October 2026. Testing and BIS application process takes approximately 12-18 weeks. Start immediately to meet the deadline.
