It establishes mandatory BIS ISI mark certification under IS 302 (Part 1):2024 for over 90 product categories.

What Is the QCO 2026?

The QCO 2026 supersedes the QCO 2025 (S.O. 2232(E) dated 19 May 2025) and extends the implementation timelines. The QCO is issued under Section 16 of the BIS Act 2016 by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry.

The Standard: IS 302 (Part 1):2024

All 90+ product categories must comply with IS 302 (Part 1):2024 — formally titled "Household and Similar Electrical Appliances — Safety — Part 1: General Requirements". This standard is aligned with IEC 60335-1:2020, bringing India's appliance safety requirements in line with the internationally recognized IEC framework.

Products Covered — Scope

The QCO applies to all electrical appliances intended for household, commercial, or similar use with:

  • Rated voltage not exceeding 250V for single-phase appliances
  • Rated voltage not exceeding 480V for other appliances (including DC and battery-operated)

Certification Process

Products must obtain the ISI mark through Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. This involves:

  1. Testing at a BIS-recognized laboratory against IS 302 (Part 1):2024
  2. Application to BIS including factory details and quality management documentation
  3. BIS factory inspection
  4. Grant of ISI licence
  5. Annual licence renewal and surveillance

Exclusions

  • Products covered by other QCOs (avoid duplication)
  • Export goods (manufactured domestically for export only)
  • Existing inventory: products manufactured or imported before implementation date — exempt for up to 6 months provided the manufacturer has BIS certification or has applied
