Important Scope Clarification: Industrial vs Household
IS 302 Part 1 and QCO 2026 cover "household, commercial, and similar use" appliances. Heavy industrial power tools that are clearly designed exclusively for industrial environments may be outside scope. However, the line between "commercial" and "industrial" is not always clear. If your product is sold through retail channels or can reasonably be purchased by consumers, assume QCO 2026 applies.
Key Safety Tests for Power Tools
Motor Thermal Protection
Power tool motors run at high load — drilling through concrete, cutting thick timber. The motor must cut off before reaching dangerous temperatures under stall or continuous high-load conditions.
Double Insulation (Class II)
Most portable power tools are Class II (double insulated) — they rely on double insulation rather than an earth connection. The double insulation must provide equivalent safety to an earthed Class I tool. IS 302 Part 1 has specific dielectric strength requirements for Class II portable tools.
Guarding
Rotating tools (drills, grinders) have specific guarding requirements. Guards must prevent access to rotating parts under normal use and must not create additional hazards during the work task.
Switch Safety
Portable power tools must have switches designed to prevent accidental starting. Deadman switches (that cut off when released) are required for some tool types.
