Portable Electric Tools for Personal Care: Epilators, Clippers, Hair Removal Devices

Electric epilators, hair clippers, beard trimmers, and hair removal devices are covered under QCO 2026 mandatory BIS certification. These are high-volume personal care appliances with body-contact safety requirements.

Body Contact Safety

These devices operate directly on skin. IS 302 Part 1 and IS 302 Part 2 Sec 8 (electric shavers, hair clippers, and similar appliances) specify requirements including:

• Touch current at skin contact surfaces: must be ES1 (safe, below pain threshold)
• Motor insulation: motor windings electrically isolated from the cutting or epilation assembly
• No accessible sharp metal edges on the housing exterior

Wet Use Models

Many shavers and epilators are marketed for wet use (in shower). Products claiming wet/waterproof use must have appropriate IPX rating tested and demonstrated — typically IPX5 (water jet proof) or IPX7 (submersion to 1m for 30 minutes).

Rechargeable Battery Models

Battery-powered epilators and trimmers: lithium-ion battery safety evaluation required. Charging circuit safety evaluation. For products with USB-C charging above 5V/2A: USB PD evaluation.

Laser and IPL Devices

Consumer laser and IPL devices have additional optical radiation safety requirements beyond IS 302 electrical safety. IEC 62471 (photobiological safety) evaluation may be required. Not all labs are equipped for this — confirm capability before booking.
