Pool and Garden Heating Equipment: IS 302 Part 1 BIS Scope

Pool heating equipment and certain garden heating products within the voltage scope of QCO 2026 require mandatory BIS ISI mark certification. This guide clarifies which products are covered.

Products Covered

  • Electric swimming pool heaters and heat pumps (within 480V scope)
  • Electric spa and hot tub heaters
  • Outdoor patio heaters (electric infrared type)
  • Garden lighting with heating elements
  • Electric garden frost protection cables

Water Heating in Outdoor/Pool Applications

Electric pool and spa heaters combine high-voltage electrical systems with large bodies of water that people immerse themselves in. The safety requirements are particularly stringent:

  • Galvanic isolation between electrical components and pool water must be absolute
  • Earth leakage protection (ELCB/RCD) requirements
  • Insulation resistance after water submersion tests
  • Weathering and UV resistance for outdoor installation

Outdoor Infrared Patio Heaters

Electric outdoor patio heaters (infrared quartz tube or halogen type) face specific hazards:

  • Weather exposure (rain, wind, dust)
  • Anti-tilt requirements (must not tip in wind)
  • Guards preventing access to the incandescent heating element
  • Thermal cut-off for overtemperature protection

Frost Protection Cables

Electric frost protection cables wrap around pipes or are buried in garden soil. These continuous-operation heating cables require specific evaluation under IS 302 Part 2 for heating cables and related products.

Scope Clarification

Very large commercial pool heating systems may be outside the 480V scope. Confirm with your lab whether your specific product falls under QCO 2026 or is outside scope.
