Desk fans, table fans, personal fans, and clip fans are covered under QCO 2026 and require mandatory BIS ISI mark certification under IS 302 (Part 1):2024.
Portable fans fall under IS 302 Part 2 Section 80 (IEC 60335-2-80) — fans and ventilating appliances. Both Part 1 general requirements and Part 2 Sec 80 product-specific requirements apply. Note: ceiling fans and wall fans may have different applicable standards — confirm with your lab.
The blade guard (the mesh cage around fan blades) must prevent finger contact with rotating blades. IS 302 Part 2 Sec 80 specifies that a test probe of specified diameter must not be able to reach the rotating blade through any guard opening. The guard spacing must meet strict requirements to protect children's fingers particularly.
If the fan blade is blocked (by a cloth or object falling into the guard), the motor draws locked-rotor current and heats rapidly. Thermal protection must activate before the motor, winding insulation, or external housing reaches hazardous temperatures. This is tested by deliberately blocking the blade during operation.
Oscillating fans have a rotating head mechanism. The mechanism must not create pinch points where fingers could be caught. The oscillation gearbox housing must not be accessible to finger contact.
Desk and table fans must remain stable when subject to side force — a fan that tips over while operating creates both a mechanical hazard (spinning blades on the floor) and an electrical hazard. Stability testing confirms the fan does not tip under specified lateral force.
Small desk fans powered by USB or batteries are increasingly common. USB-powered fans: USB cable and connector safety evaluation. Battery-powered fans: battery safety evaluation including overcharge protection for rechargeable models.
Clip-on fans attach to surfaces with a clamp mechanism. The clamp must hold the fan securely — the fan must not fall during operation. Clamp strength testing verifies holding force is adequate for the fan's weight and vibration during operation.
