BIS Toys Certification: Mandatory ISI Mark for Toys Sold in India

Toys sold in India require mandatory BIS ISI mark certification. The Toys (Quality Control) Order makes BIS certification compulsory for all toys — protecting India's children from unsafe imported and domestic products.

The Toys QCO

The Toys (Quality Control) Order, issued by DPIIT, mandates BIS ISI mark certification for all toys. Both domestically manufactured and imported toys must carry the ISI mark. The order has been progressively expanded to cover more toy categories and applies to both physical retail and e-commerce.

Applicable Standards

  • IS 9873 Part 1: Safety of toys — General requirements (aligned with EN 71-1 and ISO 8124-1)
  • IS 9873 Part 2: Flammability
  • IS 9873 Part 3: Migration of certain elements (toxic substances)
  • IS 9873 Part 9: Chemical and mechanical properties for specific toy types

Key Safety Tests

  • Mechanical safety: sharp edges, small parts, long strings, magnets
  • Flammability: fabric, stuffing, packaging
  • Chemical safety: heavy metal migration (lead, cadmium, chromium, etc.)
  • Electrical safety: for battery-operated toys
  • Noise levels: battery-operated sound toys — maximum dB limits

Age Grading and Warnings

IS 9873 requires appropriate age grading labels and warnings on toys. Products with small parts must warn of choking hazards for children under 3 years. These marking requirements are strictly enforced in BIS market surveillance.

BIS conducts very active market surveillance for toys — both at ports of entry (customs cooperation) and on e-commerce platforms.
