BIS vs CE Marking: Do You Need Both for Products Sold in India?
BIS vs CE Marking: Do You Need Both for Products Sold in India?
CE marking and BIS certification are completely separate regulatory requirements. Having CE marking does not exempt products from BIS mandatory certification in India.
Why CE Marking Does Not Replace BIS
CE marking is a European legal requirement demonstrating conformity with EU directives. BIS certification is an Indian legal requirement under the BIS Act 2016 and various QCOs. They are issued by different authorities (European bodies vs. Indian BIS), against different standards (EN/IEC vs. IS), and for different markets (EU vs. India).
Where CE Certification Can Help
- CB Scheme test reports: Products with IEC 62368-1 CB Scheme test reports from accredited CBTLs may be able to use this as basis for IS/IEC 62368-1:2023 testing with a reduced Indian delta test. Confirm with your BIS-recognized lab.
- Technical documentation: CE technical files provide comprehensive documentation that accelerates BIS application preparation
- Factory quality management evidence: CE Declaration of Conformity and supporting audits provide positive evidence for BIS factory assessment
India-Specific Requirements That Always Need Fresh Testing
- IS 16333 Part 3 SAR requirements for mobile phones (India-specific limits)
- IS 18112:2025 for television sets (India-specific standard)
- India-specific marking requirements including country of origin and BIS-specific information
- IS 302 Part 1 testing for household appliances under QCO 2026
Practical Approach for CE-Certified Products Entering India
- Review your CE test reports against IS/IEC 62368-1:2023 requirements
- Identify gaps (especially Edition 4 vs Edition 3 differences)
- Determine if CB Scheme reports are available for your product
- Plan a delta test covering India-specific requirements
- File BIS CRS application with combined documentation
