IS/IEC 62368-1:2023 for Video Surveillance Equipment: IP Cameras and NVRs
IP cameras, NVRs (Network Video Recorders), DVRs (Digital Video Recorders), and video surveillance systems were registered under IS 13252 and must migrate to IS/IEC 62368-1:2023 by November 2028.
Products Covered
- IP cameras (indoor, outdoor, PTZ, fisheye, multi-sensor)
- Network Video Recorders (NVRs)
- Digital Video Recorders (DVRs) with hybrid analog/IP capabilities
- Video Management Servers
- Access control panels with electronics
- Video intercoms and door stations with electronics
Key Safety Areas for IP Cameras
PoE (Power over Ethernet) Safety
Most IP cameras are powered via PoE (Power over Ethernet) — the Ethernet cable carries both data and DC power (typically 12-48V DC, 15-30W). IS/IEC 62368-1:2023 evaluates the safety of the powered device (PD) in the camera:
- The PoE power circuitry isolation from the camera optical components
- Over-voltage protection if a non-PoE data switch is connected (should not damage the camera)
- Temperature performance of PoE components under continuous outdoor operation
Outdoor IP Cameras — IP Rating
Outdoor cameras are typically rated IP66 or IP67 — protection against powerful water jets and temporary submersion. The IP rating must be tested and demonstrated, not merely declared. Cable gland sealing, lens housing sealing, and connector seal integrity are all evaluated under IEC 60529 IP testing.
Infrared Illuminator Safety
Night-vision cameras use IR LED arrays for illumination. IS/IEC 62368-1:2023 evaluates the optical radiation from IR LEDs — they must not present an eye hazard at normal viewing distances. Classification under IEC 60825 is required for IR illuminators.
NVR Thermal Management
NVRs run 24/7 with multiple hard drives and video processing SoCs. Thermal management must ensure steady-state temperatures remain within safe limits during continuous operation. Hard drive temperature monitoring and fan failure protection are evaluated.
Migration Strategy for CCTV Importers
CCTV and video surveillance is a large import category in India — dominated by Chinese brands. Importers with large product portfolios should use the series model approach (group cameras by chipset platform) and plan migration before 2027 to avoid lab backlog. House of Testing handles IS 62368 IP camera and NVR testing.
