Key Technical Differences for Audio-Video Products

Power Supply Requirements

IS 616 and IEC 60065 had specific requirements for mains-connected audio/video equipment. IS/IEC 62368-1:2023 uses the PS (Power Source) classification framework. For most audio/video products with mains-connected SMPS:

  • Products below 75VA operating on mains: typically PS2 classification
  • Products above 75VA: may require PS3 safeguard evaluation

Most televisions and speakers will not require significant design changes, but the power supply evaluation must be formally documented under the IS/IEC 62368-1:2023 framework.

Touch Current (Leakage Current)

IS 616 specified touch current limits for Class I and Class II equipment. IS/IEC 62368-1:2023 classifies touch current into ES1 (safe), ES2 (requires safeguards), and ES3 (dangerous). Most well-designed audio/video equipment will measure ES1 or low ES2, but this must be formally verified.

Television-Specific Additional Requirement

This is critical: Televisions registered under IS 616 must now comply with both IS/IEC 62368-1:2023 AND IS 18112:2025. IS 18112:2025 is an additional standard for television sets that covers picture quality, energy efficiency, and other TV-specific requirements beyond electrical safety.

Manufacturers with existing television registrations under IS 616 must ensure test reports cover both standards.

Bluetooth and Wireless Functionality

Modern audio/video equipment frequently incorporates Bluetooth, Wi-Fi, and other wireless functionality. These wireless aspects are not covered by IS/IEC 62368-1:2023 (which is a safety standard). Wireless functionality in India requires separate WPC/DoT type approval if the product radiates radio frequency energy. Ensure your products have appropriate wireless certifications in addition to BIS CRS registration.

Migration Timeline for IS 616 Products

  • Immediate: No new BIS licences granted under IS 616:2017. New product registrations must use IS/IEC 62368-1:2023.
  • 1 November 2028: All existing IS 616 registrations must be migrated to IS/IEC 62368-1:2023 via Standard Revision.

Practical Recommendations for Audio-Video Manufacturers

  1. Television manufacturers: Begin testing under both IS/IEC 62368-1:2023 and IS 18112:2025 immediately. This combination requirement means more testing scope than IS 616 alone.
  2. Speaker and amplifier manufacturers: The migration is typically straightforward. Pre-compliance gap analysis is recommended before formal testing.
  3. Smart device manufacturers (smart TVs, smart speakers): Ensure all wireless functionality has appropriate wireless type approval in addition to BIS CRS registration.
