BIS Product Certification Module Batch 2: ISI Mark Goes Digital

Batch 2 of the BIS Manakonline Platform implementation is the most impactful batch for manufacturers holding ISI mark licences — it digitizes the complete ISI mark (Product Certification) scheme from application through surveillance.

What Batch 2 Covers

Batch 2 (T+16 months from project start) includes:

  • Product Certification (ISI Mark): Complete digital workflow for ISI mark applications, factory inspections, licence management, and renewal
  • FMCS (Foreign Manufacturers Certification Scheme): Digital management of foreign manufacturer licences
  • CRS (Compulsory Registration Scheme): Digital management of electronic product registrations
  • OTR (Omnibus Technical Regulation): Low voltage switchgear certification

What Changes for ISI Mark Applicants

Fully Digital Application

Currently ISI mark applications involve physical documents, physical sample submission coordination, and significant paper-based workflow. After Batch 2 go-live, the complete application — from initial filing through factory inspection scheduling to licence issuance — is digital.

Digital Factory Inspection Scheduling

Factory inspection scheduling becomes digital with BIS officer availability visible in the system. Manufacturers can see available inspection slots and coordinate more efficiently. GIS-optimized assignment (from the HRD module) ensures the nearest qualified officer is assigned.

Digital Licence Management

Licence renewal reminders, annual fee payment, SCVR submission, and market surveillance sample tracking all become digital. Licence holders have a dashboard showing all their licences and upcoming compliance actions.

Real-Time Status Tracking

Manufacturers can track their application status in real time — at which stage it is, which officer is handling it, what documentation is outstanding. No more calling BIS offices to get status updates.

Transition Period

During Batch 2 go-live, existing ISI mark applications in progress under the old system will be migrated to the new system. There will be a parallel running period — the old system remains available while the new system is stabilized. House of Testing will guide clients through the Batch 2 transition.

Timeline

Batch 2 go-live is at T+16 months from the project start date. Given the contract timeline, this is expected in 2027. House of Testing monitors all Manakonline Platform batch deployments and will inform clients well in advance of transition.
