BIS Certification for Helmets: IS 4151, IS 9294, and Two-Wheeler Safety

Motorcycle and bicycle helmets in India require mandatory BIS ISI mark certification. In a country with one of the world's highest road accident rates, helmet certification directly impacts life safety outcomes.

Helmet Standards Under BIS Mandatory Certification

  • IS 4151: Protective helmets for two-wheeler riders — the primary motorcycle helmet standard in India, aligned with ECE 22.06
  • IS 9294: Helmets for bicycle riders
  • IS 2925: Industrial safety helmets

IS 4151 Motorcycle Helmet Tests

  • Impact absorption: Helmets dropped from specified heights onto flat and hemispherical anvils — head form acceleration must not exceed 300g
  • Penetration resistance: A pointed striker dropped onto the helmet shell — must not penetrate to the head form
  • Retention system (chin strap) effectiveness: Strap must not elongate excessively under load or release under jerk loading
  • Field of vision: Rider must be able to see sufficiently to ride safely
  • Rigidity test: Helmet shell must maintain structure under lateral load

BIS Enforcement for Helmets

Helmet BIS certification enforcement is one of BIS's most visible activities. Market raids targeting non-certified helmets — particularly cheap imported and counterfeit helmets — are regularly conducted and widely reported. Police in some states have been empowered to confiscate non-certified helmets.

Counterfeit ISI Helmets

A significant market problem: helmets carrying counterfeit ISI marks that look authentic but were never tested or certified. These helmets often fail at significantly lower impact energies than genuine certified products. BIS has implemented holographic stickers and QR code verification for helmet marks in response.
