BIS Certification for PPE: Helmets, Safety Shoes, and Personal Protective Equipment

Personal Protective Equipment (PPE) sold in India increasingly requires BIS certification. From safety shoes to industrial helmets to protective gloves, BIS standards ensure PPE actually protects workers rather than giving false confidence.

Key PPE BIS Standards

  • IS 15298 series: Safety footwear — comprehensive series covering safety shoes, boots, and protective footwear for industrial use
  • IS 4151: Protective helmets for two-wheeler riders (consumer use)
  • IS 2925: Industrial safety helmets
  • IS 6994 Part 1: Safety gloves — leather and cotton
  • IS 5557: Industrial and safety goggles
  • IS 9167: Ear protectors — ear muffs and ear plugs

IS 15298: Safety Footwear

IS 15298 is the key standard for industrial safety shoes and boots. It has multiple parts covering different protection levels:

  • IS 15298 Part 1: General requirements for safety footwear
  • IS 15298 Part 2: Specification for safety footwear (toecap protection, penetration resistance)

Key Tests Under IS 15298

  • Toecap strength: Steel or composite toecap must withstand 200J impact energy without deforming to less than 15mm clearance (protecting the foot)
  • Penetration resistance: A nail driven through the sole must not penetrate through to the insole — protecting against sharp objects on floors
  • Slip resistance: The sole must maintain grip on oily and wet floors — critical for factory safety
  • Electrical resistance: For electrostatic protection (ESD) or electrical hazard categories

IS 2925: Industrial Safety Helmets

Different from motorcycle helmets (IS 4151), industrial safety helmets under IS 2925 protect against falling objects in construction and industrial environments. Tests include:

  • Impact absorption: object dropped on helmet from specified height
  • Penetration resistance: pointed striker dropped onto helmet shell
  • Chin strap retention: strap must not break or detach under specified force
  • Electrical insulation: for electrical work environments

Government Procurement and Workplace Safety Law

The Factories Act 1948 requires employers to provide adequate PPE to workers. Government contracts for construction and infrastructure increasingly require BIS-certified PPE to be supplied. BIS certification provides documentary evidence that the PPE meets the required protection standard.

House of Testing handles IS 15298 safety footwear testing and IS 2925 industrial helmet testing.
