BIS Accessibility Audit Tender: WCAG Compliance for All BIS Digital Properties

Alongside the main Manakonline Platform development, BIS issued a separate tender (GEM/2026/B/7212525) for accessibility auditing of all its digital properties.

Scope of the Accessibility Audit

  • All BIS web portals: bis.gov.in, manakonline.in, crsbis.in, and others
  • Mobile apps (Android and iOS) for all BIS services
  • PDF documents hosted on BIS portals (explicitly in scope)

Key Updates from Corrigendum 1 (March 2026)

  • Initial audit report deadline extended: 90 days from service start (was 60 days)
  • Interim report timelines after remediation: 15 days (under 200 screens), 30 days (200-1000 screens), 45 days (above 1000 screens)
  • Payment: 40% after initial audit, 60% after Certificate of Conformance
  • Maintenance audits during contract at no extra cost to BIS

Past Experience Requirement Changed

Changed from 3-year window to FY 2024-25 only — targeting companies with very recent accessibility audit experience.

Once WCAG conformance is achieved:

  • Screen reader users (visually impaired) can use BIS portals effectively
  • Keyboard-only navigation works throughout all BIS workflows
  • All 22 scheduled language versions equally accessible
