Set-Top Box and OTT Device BIS Compliance Under IS/IEC 62368-1:2023

Set-top boxes (STBs), OTT streaming devices, and cable/DTH decoders were registered under IS 616:2017 and must now migrate to IS/IEC 62368-1:2023. Here is what applies to this product category.

Products Covered

  • Cable and DTH set-top boxes
  • OTT streaming sticks (Chromecast, Fire TV Stick, Mi Box equivalents)
  • OTT streaming boxes (Apple TV, Nvidia Shield equivalents)
  • IPTV decoders
  • Smart home hubs with video streaming capability

Key Testing Areas

Electrical Safety

Most STBs and OTT devices use external power adapters (SMPS). The device itself typically operates at 5V or 12V DC, making it a low-voltage product. Touch current at accessible surfaces is typically ES1. The external power adapter must also be BIS compliant — ensure your adapter has its own IS/IEC 62368-1:2023 registration.

Thermal Safety

STBs run continuously (often 24/7 for DTH boxes), making thermal management critical. Surface temperature limits during extended operation must be evaluated. Ensure your thermal testing is conducted after extended operating time to capture steady-state temperature, not just initial temperatures.

For OTT Devices with Batteries

Some portable OTT streaming devices include batteries. These require the full battery safety evaluation under IS/IEC 62368-1:2023.

Wireless Compliance

OTT devices incorporate Wi-Fi and often Bluetooth. These wireless functionalities require separate WPC/DoT type approval in India. The IS/IEC 62368-1:2023 registration covers electrical safety — wireless compliance is separate.

Migration

Migrate from IS 616 to IS/IEC 62368-1:2023 via Standard Revision by November 2028. Typical testing timeline: 4-6 weeks.
